How should buyers compare procurement support charges?
Sourcing agent fees should be compared against a written scope of work, the basis used to calculate charges, and the evidence you will receive. A low headline percentage does not show whether supplier research, samples, inspections, production follow-up or shipping coordination are included. Before appointing procurement assistance in China, ask for the fee calculation, exclusions and payment stages in a proposal for your own project. SSOURCINGCHINA welcomes sourcing requests so that the work required can be discussed; this guide does not publish a standard company fee schedule.
What are you paying a sourcing agent to do?
Begin with the purchasing problem. You might need new manufacturers for a specification, help comparing suppliers you have already found, or coordination after an order has been agreed. These are different assignments. A product photograph and an approximate quantity may be enough to start a conversation, but they rarely define every task required to place and manage an order. Explain the product, intended use, destination and current stage before comparing prices for assistance.
Separate an activity from its deliverable. “Supplier sourcing” could mean a list of names, a documented comparison of relevant offers, or a coordinated sequence that includes sample review. Ask which result the proposal covers and what information will accompany it. A shortlist without comparable specifications is different from a comparison that identifies material differences, missing documents and questions requiring your decision. The distinction matters more than the label used for the service.
Also identify what remains your responsibility. You may need to approve drawings, decide acceptable product characteristics, appoint an importer or make supplier payments directly. A sourcing appointment should make these decisions visible. Do not assume that an agent's involvement transfers every commercial or technical responsibility away from the buyer. Review the proposed service scope alongside your purchase requirements, rather than treating the fee as an independent line on a spreadsheet.
How sourcing agent fees can be structured
A fixed project fee attaches a charge to a defined assignment. For comparison purposes, ask how many product references, sourcing rounds and revisions the assignment includes. Clarify what happens when specifications change after research begins. A fixed charge is easier to assess when its end point is explicit: for example, delivery of an agreed comparison, rather than an open-ended promise to keep searching until an undefined outcome is achieved.
A commission structure uses an agreed calculation basis. The important questions are which transactions qualify, what value is included, when the calculation is made and how adjustments are handled. Freight, taxes, samples and tooling should not be silently included or excluded. Ask for a written example using a hypothetical order, clearly labelled as an illustration. The example should explain the formula without creating a price promise for your actual purchase.
A staged or combined structure may separate initial research from later order support. Evaluate each stage independently and check whether an earlier payment is credited against a later charge. If a proposal contains a minimum fee, ask when that minimum applies. These are possible ways to describe an arrangement, not a statement that SSOURCINGCHINA offers every model or accepts a particular payment schedule. Your confirmed proposal should state the applicable approach.
Compare the scope before comparing the number
Use a common checklist when requesting proposals. Otherwise one provider may price supplier research while another includes ongoing coordination, making the headline charges difficult to interpret. Keep the product specification, quantity assumptions, destination and requested deliverables the same. Where a provider proposes an alternative scope, record that difference instead of treating the lower number as a like-for-like saving. Ask questions before drawing a conclusion about value.
Service comparison checklist
Supplier research
Questions to clarify: What criteria and product references are included? Evidence or output to request: Relevant supplier information and an explained shortlist.
Quotation comparison
Questions to clarify: Will specifications and exclusions be compared? Evidence or output to request: A comparison with differences and unresolved questions.
Samples
Questions to clarify: Who orders, pays for and approves samples? Evidence or output to request: Sample identity, cost allocation and approval record.
Quality checks
Questions to clarify: What checks, timing and reporting are included? Evidence or output to request: Agreed checklist, findings and supporting evidence.
Production follow-up
Questions to clarify: What updates and escalation steps are covered? Evidence or output to request: Update format and a record of issues requiring decisions.
Shipping coordination
Questions to clarify: Which arrangements are within the assignment? Evidence or output to request: Written scope, separate costs and named handover points.
The checklist is a discussion tool, not a list of automatic inclusions. Some projects need only one part of this work. Others require several stages with different specialists. Ask the provider to mark each area as included, excluded, optional or awaiting assessment. This creates a clearer comparison and reduces the chance that an important task will be assumed to belong to somebody else when the project reaches that stage.
Keep product costs and service charges distinct
Request a breakdown that separates goods, services and third-party expenses. Samples, courier movements, packaging development, testing, tooling and inspections may involve different parties and different approval steps. Identify who is quoting each item and whether it is an estimate or a confirmed charge. Avoid approving a total when you cannot tell which parts relate to the product and which parts relate to procurement support.
Delivery arrangements also need a consistent basis. ICC explains that Incoterms rules clarify tasks, costs and risks involved in delivering goods between sellers and buyers. When comparing supplier offers, record the agreed trade term, named place and relevant version where applicable. A sourcing service fee should be explained separately from the goods delivery arrangements. The use of a familiar trade abbreviation does not, by itself, describe the agent's complete service scope.
Do not assume that a supplier's quotation settles every destination requirement. Ask what documents or additional assessments your particular product and destination may need, and identify who will check them. If specialist advice or testing is required, obtain the relevant scope and costs before approval. A generic sourcing article cannot establish that a particular shipment is compliant or that a quoted delivery arrangement is suitable for your business.
Ask about remuneration and conflicts clearly
Ask how the provider is paid for your assignment and whether any other remuneration relevant to your purchases is involved. If you require a particular disclosure or restriction, put that requirement into the discussion before appointment. Do not infer a policy from a slogan such as “transparent sourcing.” The proposal should explain the arrangement that applies to your project, with any unresolved questions answered before you rely on it.
Clarify how suppliers are selected and how comparisons are presented. You may want to understand which candidates were considered, why some were excluded and what information remains unverified. Those questions help you assess the reasoning behind a recommendation. They do not require a promise that every supplier in China has been reviewed. A useful recommendation should describe its actual evidence and limitations, rather than claim to be the best available anywhere.
Agree payment stages and changes before work starts
Tie the payment discussion to understandable work stages. Ask what must be delivered or confirmed at each stage and what happens if the project pauses. A sourcing assignment can change when a buyer revises a drawing, adds a product reference or requests a new destination. Identify how extra work will be proposed and approved. This is preferable to discovering after the work that the parties had different assumptions about what the original fee covered.
If repeat orders are expected, discuss whether the original arrangement covers them and for what period. Similarly, if you introduce an existing supplier, clarify which coordination services are requested and how they will be priced. Do not assume that a model used for finding a new manufacturer must also apply to managing a supplier you already know. Any review point should be written clearly, rather than left as an informal expectation.
What to include in a request for a service proposal
Start with a practical brief: product name and use, specification or drawings available, estimated quantities, destination country and the services you want help with. Describe whether you are exploring feasibility, comparing manufacturers, arranging samples or preparing an order. If a detail is unknown, label it unknown. A clear gap is more useful than a guessed specification that later forces suppliers and service providers to revise their work.
Explain your target purchase window as a planning requirement, not as an assumed commitment from the provider. Mention any essential testing, documentation, packaging or installation questions. Ask for confirmation of what can be assessed before an order and what requires supplier information or samples. You do not need to disclose unnecessary private documents in an initial inquiry. Begin with enough information to define the problem and agree an appropriate next step.
How to assess the value of paid procurement support
Look for a connection between the work and the decision it helps you make. A supplier comparison should help explain the differences between offers. A sample record should identify the version reviewed. A quality report should connect findings to the agreed checks. A production update should distinguish confirmed information from an issue still awaiting an answer. These are useful ways to evaluate deliverables without inventing a promised financial return.
Consider your own capacity as well. If your team can conduct a task internally, you may only need help with a different part of the purchasing process. If you need coordinated support across several stages, compare the complete proposed scope. The goal is to select a workable division of responsibilities. Paying for assistance does not remove the need to review evidence, approve important decisions and maintain a clear record of the agreed requirements.
Frequently asked questions about sourcing agent fees
Is the lowest percentage always the cheapest option?
The percentage alone is insufficient for comparison. Check the calculation basis, minimum charges, included work and separate expenses. Ask whether the proposals cover the same product references and stages. A lower headline charge may cover less work, while a higher charge is not automatically evidence of better service. Evaluate the written scope and supporting deliverables together.
Does a sourcing fee include product inspection?
Only if the confirmed scope says so. Ask what type of inspection or coordination is proposed, which checks are included and who receives the report. Clarify whether additional visits, specialist tests or a repeat inspection would need a separate approval. Do not treat the general phrase “quality control” as a complete inspection plan.
Can an agent help when I already have suppliers?
Describe the support you need, such as quotation comparison, sample coordination or production follow-up, and ask whether it can be included in a proposal. Existing supplier relationships should be identified at the outset. Availability, responsibilities and charges require confirmation for your project; they should not be inferred from the pricing of a different sourcing assignment.
Does SSOURCINGCHINA publish a fixed commission here?
No fixed commission or project price is stated in this guide. Submit your requirement to discuss the work needed and request confirmation of the proposed scope and charges. A rate or condition discussed for another customer's project is not a general tariff and should not be used to calculate the cost of your own assignment. What is the next step?
